The saber has a beacon in it that awakens R2 when they get close.
It seems more likely that the saber would be the thing that would attract a force sensitive person (as happened with Rey) and then once the person has the saber, if they pass a few more pragmatic checks (Leia or the Resistance give the person the ok by letting them onto the Resistance planet/base), then R2 wakes and the two map pieces can be combined.
Yes, we saw Luke touch R2, but it is just as likely that this is when Luke gives him the map, and it echoes the scene in A New Hope where Leia, also under attack, gives R2 the stolen Death Star plans.
