i don't know that they "trump" state laws. the feds and states each have CDS laws that may or may not overlap

as in California, it's not illegal for the state to decriminalize marijuana for medical purposes. it's just that the feds are not prevented from enforcing federal laws criminalizing all marjiuana possession/distribution by that state laws. but the feds can't tell California that its med mar statute is illegal
