I didn't feel it was ONLY a setup for movies 2 and 3. It felt very complete on it's own with an obvious tie to future stories.
Lucas didn't really have the fore-knowledge that Empire and Jedi would actually ever get made and thus didn't do the obvious tie from movie to movie.
