But if there were 1 billion residents, the death benefits and loss of income would be onerous.

Let's not forget they had thousands of imperial cruisers, look at all the support an aircraft carrier gets, it's 30 40 ships, so a death star wouldn't be the total or even 20 percent of their defense budget
