From last night: Can a state government be exempt from a federal law? Specifically, manufacturing and distribution of a controlled substance.

Can a state agency grow and distribute marijuana without fear of prosecution? I don't mean the feds "looking the other way". Is there some Constitutional clause or legal precedence that says: states are not bound by a specific law?

My opinion: The law applies to everyone. But I've heard thoughts to the contrary.
