No. Federal law supercedes state law. In some cases state laws can be more restrictive, but never less restrictive.

If the Federal government has laws on the books that make the growing and distribution of marijuana illegal, state laws can't override that.
Only the Federal government could amend the law to allow the state to sanction the growth and distribution.
