Not a matter of violations. They were all using best practices. The State wanted to either

use a commercial ice cream slurry, which would have meant the product would no longer be just the simple natural ingerdients. Or they could buy a $150,000 machine to pastuerize the cream before it's frozen.
Basically,they're working with rules that were created to protect big companies, or written by big companies (which no longer exist)
