I try to do this every year and do mini-purges throughout the year.

Anything that hasn't been used in a year gets reviewed. Things with sentimental value get a pass, but most else is strictly dealt with.
Tools and kitchen stuff I'm not too strict with since sometime you MUST have the right tool, even if you don't need it every year.
