Not really. There are two competing plans for stadiums. One for the Chargers/Raiders and one for the Rams.

Only St Louis has offered their firstborn to build a stadium for the Rams plus the NFL seems to want two teams to share one stadium in LA so they seem to be the odd man out.
But I would not put it past Kroenke (the Rams owner and married to a Walton) to bribe owners enough to let him move.
There are also rumblings that the Rams and Chargers trade owners. The Rams stay in STL with the new owner in a new stadium and Kroenke gets to move to LA with the Chargers and must share his new LA stadium with the Raiders.
