My best suggestion would be to spend all your strange coins on 3oC.

Then use one every few crucible matches. Use the duplicate exotics to infuse up other things.

Just make sure you have a character 311+ do the decrypting. Below that they will likely be 290. At 311+ they will (almost?) always be 310.

Also, you can get 320 exotics from the ToO silver packages. I don't know if you have a shot at them from engrams, and if so at what light level.

Strange coins are more likely to drop from completing weekly crucible bounties. I usually get a ghost with one character, another ghost or possibly a piece of legendary gear (usually not that good) with a second, and strange coins (12-20, including the 2-4 that you almost always get) with a third. At least once I got 3 ghosts, and another from a NF.
