I don't think it's just about competition. It's about market size, and also about where people want to travel.

Canada's not a big enough market to sustain three national airlines.
And there are better options for Canadians to travel than within Canada. The people flying in Canada are mostly people with less choice - they're flying for business, or to visit family/friends. The more discretion people have to go somewhere outside of Canada, the more they do it.
