You can easily envision motivations for why Palpatine may have known why Obi-wan was running around and not told Vader.

In the modern Star Wars universe, how does someone as powerful as Palpatine not sense the existence of Luke? But he does. Perhaps he's looking for a new apprentice and Obi-wan did so good a job with his last apprentice, then why not let him be and do his job?
