Exactly. And request after request after request to sit down and discuss the proposals the team was submitting were ignored or straight out rebuffed.

This has been Kroenke's end game all along. He did the absolute minimum to meet what he feels are the league's rules on moving a franchise while never having any actual interest or intent to keep the team in St. Louis.
