If access to the representative is what's imperative, then I'd argue you can reach the representative by phone as easily from an office in D.C. as from an office in Boise (you're not just going to walk into his office just because you're in D.C.) and you're going to get more face time with the representative when he comes home to his district if you, as the reporter, are based in the district as well.
