He's home to campaign; not actually do his job. You are on the ground in DC, you're seeing him do his job

because most of what matters is not in the Congressional Record or gleaned from press statements released by the official.

it's seeing the gossip and the backroom talks that are actually getting done. It's getting in the rooms that we don't see (the Dept of the Interior hearings) where community vital-stuff is discussed.
