The higher pay in SF is directly correlated to the higher cost of living. So it's not really more money.

Selfishly, I'd say move to Portland. But I don't know how you feel about the consultant thing. I've always dreaded the prospect of becoming a consultant (I can list the reasons but I suspect you already know them).
