I hope the emails they seek will go back to why they decided to shift the source to that polluted river in the first place - how much savings for that

vs what they are dealing with now to fix it.
Someone was sleeping on their watch to have made that blunder ... and it is horrific how long it took to know how bad it was and stop it.
