that conclusion doesn't seem to be supported by the facts of the case, as I know them.

as Flint was under emergency management appointed by Snyder from 2011-2015, they would have had to sign off on the plan.
Furthermore, it was the state who failed to mandate the proper corrosion controls required under federal regulations, and were giving primary blame by the task force investigating the crisis.
