Throughout the 90s, the perception was that W was the Fredo and Jeb was the brains. In terms of how they'd operate as POTUS, that's probably still true. In terms of how they behave as candidates, however, W is the Harlem Globetrotters and Jeb is the Washington Generals...water boy.
