The caucus process is different for republicans and democrats. For republicans it's just a written secret ballot vote, so I think you could write in

anyone. The democrats are the ones who truly "caucus" meaning go stand in the part of the room that supports your candidate and if your candidate doesn't have 15% of the total go pick your second choice that has 15% or more.
