B2 - two things that I think hurt Obama in his early years.

As a first-term Senator, he didn't have the network available to put the right people with the right connections in the right jobs in his administration. That makes it more difficult to develop ideas for legislation, push it through, steer the bureaucracy so it is heading in the direction you want it to go, etc...

The other thing is that he relied on the legislature to come up with solutions - stimulus and healthcare being the two big examples. I think this is partly because he felt how it should be in a democracy, and maybe also a statement against the way the previous admin had done thing, from his perspective as a senator. But he clearly underestimated Congress' ability to make a mess of things.
