Yes. You can pay monthly or you can redeem a PLEX for 1 month of game time. PLEXs purchased using $ become in game items that can be bought, sold,

traded or destroyed in the game. So it is entirely possible (and I do) to play for free using in game earned money
I think with my 3 accounts I've paid for a total of 1 month of game time in about 2.5 years and that was the first month on my first account.
