Help me out with a, perhaps, stupid question: Is the Secretary of State (or other cabinet-level admin) given some authority in what gets

classified, how to share classified info, etc?

IOW, if, in the course of the Sec. of State's duties, he/she determines that a person they are working with needs access, are they allowed to make it available without first getting approval from some other body?
