Nowhere in that article is the "why" of the 48 hours explained.

I'm gathering from your comment that the gas company didn't pay to relocate, but is *paying* to maintain these folks in alternate homes and will stop paying rather abruptly.
So, boo to that writer for leaving out the most relevant part of the story.
