Yeah, that's why I don't understand the focus on IA.

I have no idea why data he (and the other campaigns) are/are not entitled to, so I can't comment on that directly, but he certainly has every right to raise the question "what if I actually won IA?". I just don't see what expending that effort possibly gains him.
