If anything, you've got it backwards. In private, no one competent says forcefully "We'll repeal Obamacare!" because they know it's crazy.

It's wasted breath and the actual strategic adults in the room will go, "Great bumper sticker, what's your plan?" and they'll stumble over their words and then sit back down; resentful that someone with a clue wouldn't support them.
