I think it will only help for the first round. Then it will be worse.

Depending on how they go with things. Most people will just use the sidearm trick. Interesting thing to note about that. With a sniper or shotgun, I usually spawn in with about 7 shots. But there have been times when I've started a match with a fusion and then switched to a sniper or shotgun after I died due to the map. Without picking up special it has given me 10 shots. With sidearms, I expect it to be more, but I haven't tested it. I'm confident it will be at least 10 if the person doubles up on extra sidearm ammo perks.
The only way to combat this will be to remove all special between rounds. Which will drive a lot of people away. Others will use nlb/sidearm or scout/invective.
Or everyone will just hang back until special spawns.
