i just random unlock things to see what happens. there are a few that I think are critical

gun nut. the armor nut one. the Mayor perk one that lets you link the settlements and therefore have one giant inventory. hacking. and lock picking.
the rest is play style though. i have maxed out the single shot perk, since I dont use auto rifles much.
sneak is what i was working on before I stopped playing it a couple weeks back.
