Are the paper mill and methanol plant using treated water?

That could be the difference.
If the water dept. can't meet the needs of customers using treated water, those customers may need to conserve while the two knew water users don't because their source isn't the water dept.
This is of course contingent on the capacity issue being one of "plenty of water, but not enough treatment capacity".
