years out. Does it begin then? With the first primary? With the first calendar year from the election date? After each side has picked its nominee? Practically speaking it still seems like this is far enough off of the election that it's appropriate to do the appointment. Otherwise you're looking at leaving the seat empty for over a year. If this was July or August I might view it differently. They say the average time from nomination to approval is 57 days. In my view add about 30 days to that and if you're outside that time frame the process should go forward. Inside of it, it makes sense to wait.
