It's a coded slam against people who criticise him for being elected by the "poorly educated".

"Poorly educated! This is what those Washington elites think of you. But I understand you." is what Trump is saying
I mean, it's inarguably true that a person's level of education is a key indicator of whether they support Trump or not.
But on the other hand, politicians aren't reaching out to those people with alternative solutions for their problems, and we should take care not to dismiss people who vote for Trump as irrelevant to the discussion.
