You heard about Team Four Star? This is the problem with an automated system and "shoot first" philosophy.

You can take down any YouTube channel simply by filing copyright complaints against them, even if you're not the legit copyright holder. "Safe Harbor" dictates that the first reaction from any service provider must be to take down the offending content and *THEN* investigate. And YouTube's ContentID system just isn't that straight forward for an alleged offender to use. So many people get taken down and then don't bother to respond.

But copyright clearing houses are constantly filing tons of automated takedown notices, often for content they don't even own.

With a system with as much content as YouTube, an automated process is the best they can do. But they should be blocking those who file bogus complaints just like they should be blocking those who overtly infringe on copyright. They're doing one, but not the other.
