The red line in Syria is substantial.

the general lack of pressure to do something in the middle-east proxy fights vs ISIS or active engagement with Congress to force that issue.

He doesn't want war, but he also doesn't want to force Congress to exercise their authority to declare war so he stands in the middle of traffic not wanting to do too much, but unable to do too little.

as an overall decider, he's made a lot of correct calls, but his failings have been more in the context of not being clear in his aims and philosophy on the most challenging issues.
