He was skittish about everyone freaking out, protesting "the war", etc. He also just saw the most swift takedown of a single, large nation since Germany took France in WWII. He wanted to spike the football and then took it home. There was little desire or even awareness of need for covert forces at that point. Plus, I'm pretty sure they were happy to leave a defanged Saddam in place for the very reason we see now.
