Voltaire? Might be "Almost Human" from the album with the same title.

Fits the era. And the lyrics are striking a chord in my brain. Voltaire was definitely goth and released Almost Human sometime in the early 2000's. I had the album on constant repeat a lot of the time I lived in DC.
