You spend eight years ripping the previous president for everything big, AND small, you don't get to turn around and complain when the shoes on the other foot.
And saying "you guys would have ripped him to shreds" may be "ultra-lame" to you but it certainly shows the political blinders some people wear.
Whether you like it or not this is another gaffe on his part, if he knew he had steep requirements for a dog he never should have said he'd get one from the shelter in the first place. It shouldn't surprise anyone though, at least not those who saw him as just another politician willing to say whatever would make him look good, whether he planned on following through with it or not.
