I don't think he's saying "any means necessary", but there are legitimate reasons why governments should be able to access personal information

provided they comply with the necessary procedures and oversight that we expect from a democratic society with the rule
of law, etc.
Obviously there are lots of problems with that - after Snowden, we don't 100% trust the US authorities to do this, let alone countries like Russia, China, Saudi Arabia, etc. But this is why we have discussion and debate.
