I know it was a moralistic approach, but even today drug and alcohol abuse are seen by many as moralistic problems. -- (edited)

Just Say No isn't flawed policy because it's bad advice, it's flawed policy because it was the only advice given.

Its current counterpart would be abstinence-only sex ed. It's not flawed because abstinence is bad advice, it's flawed because abstinence is the only advice in such programs.
