Right, but the DC elections folks have A) the data on past GOP turnout and B) the data on increase GOP turnout elsewhere this cycle

If folks are waiting 2-4 hours to vote (as MDH indicated on B2) that's a failure by the DC elections folks. No one should have to wait that long to vote anywhere ever in America.
