Guys, I think I've asked this before, but how can two teams have to play a play-in game to get a slot other than #16?

Like, if two teams are playing in for 13 seed doesn't that suggest that both of them are better than seeds 14, 15, 16? Yet they have to win to even get in?

Because teams that are on the bubble are better than many teams that automatically qualify. So they play-in to get an 11 seed or so. -- nm - Volnelk Mar 13, 15:25 2
