Here's the thing, everyone knows that unless you're a no-doubt free agent, the QO drops your valuation.

They could easily have said, "We'd go 3/42m but we're also losing a 1st rounder so we can only go 3/35m." If even that far.
That ain't paying them for the pick, which is pretty much against the rules of free agency. That's adjusting the offer given the costs associated with it. Which is exactly why the QO is not great for guys who are borderline at the value.
It's exactly why Rasmus, Weiters and the other guy accepted this year. They've seen several years of data that middle-tier free agents get squeezed with this.
