That's just Fowler trying to save face.

For himself, but moreso for his agent.
The O's weren't asking Fowler to pay them. The draft pick just lowered his potential salary. This is true of every team, not just the O's. The other teams just didn't make an offer at all (in many cases the pick likely wasn't the factor as much as want/need) or didn't make an offer as good as the one made by Baltimore.
What his agent really wanted (and probably Fowler as well) was a one year deal with no loss of a pick for signing him next year. Which means an opt-out. Only the Cubs could really do that (barring a very cheap deal), barring they don't lose a pick for signing him. So they work out a deal with the Cubs (possibly after accepting a deal with the O's) that is essentially a one year deal with no loss of draft pick attached next year. A deal that I don't like for the Cubs, and don't particularly like for Fowler. He does have nearly a full season to find a better agent, so it may be a good move in that regard.
