so folks don't bother to build them since low walls don't mean jack really unless you have military to be boosted by their pressence.

if you have 10 phalanx and lvl 5 walls you have the equivilent of 15 to the other guy's whatever. but if you have little or no military then lvl 20 walls won't do jack for you.
some folks just have a colony and ship off produce daily or so and/or use it as a staging point for pillaging.
