Does any religion really say *other* people shouldn't use birth control? Or do they just say *you* shouldn't use birth control?

I mean, if a religion says "Not only should adherents to this religion follow these precepts, but even *nonbelievers* should follow these precepts," don't we just think of them as delusional, irrelevant, and medieval?
