Thanks. I guess that answers my question. The rule in 2013 was because they had those teams twice. But its an a-hole rule.

Playoff teams getting to refuse seems like the rich get richer. Carroll had refused because he didn't want to expose any tiny part of their scheme to other teams ahead of time.
