I think Belgium's issues are more "agency A covers X and Y, Agency B covers T and Y and P, etc." So the overlaps and gaps are not ideal.

The US may have some issues with getting info to the right people, but the jurisdictions of the agencies are very clear, lines of comm are good even if not great, and cooperation is usually a given.
