Most countries have multiple police forces - different jurisdictions, but also because they are focussed on different types of crime

And if you had a single big police organization, you'd still have a situation where one division isn't talking with another when they need to be.
The issue is how well they share information and coordinate activities across different responsibilities, not whether they belong to the same org chart.
