The cheapest chain options in the downtown are probably the two Holiday Inns and the Hilton. There's also a Howard Johnson's on Avenue

in Yorkville, which is further north from where TIFF is, but it's barely more than a five minute subway ride. Plus, Yorkville would be one of the main celebrity-spotting areas if you're into that
