The guys you mention Daryl killing don't enter into it. Negan may not know (and probably doesn't) that Rick's group did that, though he may assume it. The people he was talking about that Rick's group killed were the people in the building with the satellite dishes. The second group were either those Carol set on fire or (more likely) the ones she shot on the road. So yes, a number of weeks passed between Daryl using the rocket launcher and the raid on Negan's people, but from that raid to the season finale is just a few days.
