No, it's the Denver side. They can't afford what Kaep costs. They have $1.6 million in space.

In other words, they can't even pay their rookies right now, much less a QB with that sort of hit. Their plan is to sign him then cut some people as post June 1st releases. Ryan Clady is still on their roster even though he's hurt and costs $10M. They'll start with him.
